PARIS MOU New Inspection Regime (NIR)


Reporting requirement

As from January 1, 2011 the following information must be transmitted for all ships arriving or leaving a port anchorage within the Paris MOU region:

1. Pre-arrival notification, at least 72 hours in advance (ETA72), for ships eligible for expanded inspection
2. Pre-arrival notification, at least 24 hours in advance (ETA24).
3. Actual time of arrival.
4. Actual time of departure.

Failure to report this information may cause the ship to be targeted for inspection.


Priority & Periodical inspection requirements

Two Priorities
–Priority I (
must be inspected)
--Overriding priority
--High Risk Ship not inspected in last 6 months
--Ship not inspected in last 36 months
–Priority II (
may be inspected)
--(HRS) High Risk Ship not inspected in last 5 months
--Ship with unexpected factors
--(SRS) Standard Risk Ship not inspected in last 10 months
--(LRS) Low Risk Ship not inspected in last 24 months

Periodic inspections
-High Risk Ships between 5 –6 months after last inspection
-Standard Risk Ships between 10 –12 months after last inspection
-Low Risk Ships between 24 –36 months after last inspection

Banning criteria

The banning criteria for the first and second ban will be amended as follows:

If the ship flies a black listed flag it will be banned after more than 2 detentions in the last 36 months;
If the ship flies a grey listed flag it will be banned after more than 2 detentions in the last 24 months.

Any subsequent detention after the 2nd banning will lead to a ban, regardless of the flag.
Furthermore the time period until the banning can be lifted, will be introduced as follows:
1. 3 months after the first ban
2. 12 months after the second ban
3. 24 months after the third ban
4. permanent ban.
For lifting the 3rd ban more stringent conditions are applied which have to be fulfilled before the 24 months has elapsed.

Detention statistical data

Below you will find some statistical data extracted from 80 detained ships in the last 24 months that will allow you asses the significance of different types of deficiencies and which ports report more detentions.

In the first table below you will find list of deficiencies reported on detained vessels (80 in total) within Paris MOU ports in the last 24 months and how many times they have been reported.
Also in the second table you can find list of ports where vessels have been detained and number of detentions in the last 24 months.
